Woodland Park Roofing Contractor, Ridge to River

Woodland Park runs from the Garret Mountain ridge down to the Passaic in about three miles, and a quarter of its housing sits in two-family buildings. A Borough With a Ridge on One Side and a River on the Other

Woodland Park covers about three square miles at an elevation of 348 feet, with Garret Mountain on the east and the Passaic River on the west.

The borough describes itself as mountain and river edge neighbourhoods, which is unusually accurate for a municipal self-description.

Garret Mountain Reservation, 568 acres on the First Watchung ridge, sits primarily inside the borough. So does most of Rifle Camp Park and its trap rock cliffs.

It was West Paterson until the start of 2009, when a referendum passed by 33 votes. Plenty of paperwork in older houses here still says West Paterson, and that occasionally matters when records are pulled.

The Housing Mix Is the Real Story

Only 29.6% of Woodland Park’s housing units are single-family detached. In neighbouring Little Falls that figure is 59%.

A quarter of the borough’s units, 25.5%, sit in two-unit structures. Another fifth are in buildings of ten units or more.

Owner occupancy runs at 63%, so a large share of these roofs sit over a tenant rather than over the person paying for the work.

That changes the job. Notice periods, parking, noise windows and who is home during the day all have to be settled before a start date is set.

Roofing a Two-Family in Woodland Park

A two-family roof is one roof, one deck and one drainage system, whoever owns which half of the building.

Where the building is split between owners, we produce one scope covering the whole roof, priced as a whole, so neither party is guessing what the other is buying.

Where there are tenants, we give written notice of the working days, agree where vehicles need to move to, and keep at least one entrance clear at all times.

Two-family buildings in this borough often have a shared chimney or a party wall running up through the roof plane. Those are the details that leak, and they get photographed and quoted explicitly rather than lumped into a square footage number.

Rear extensions on these houses are frequently low slope while the main roof is pitched. Those are two different systems and pricing them as one is how a two-year leak starts.

 

What the Borough Charges and Why It Matters

Woodland Park does not have a flat roofing fee. Section 17-1.3 prices renovations, alterations and repairs at $30 per $1,000 of estimated cost, with a $90 minimum.

Roofing and siding fall under that line. So unlike Little Falls next door, where the fee is a flat $70, a larger job here costs more to permit.

The state exemption still sits underneath. A like-for-like covering replacement on a detached one or two family home is ordinary maintenance under N.J.A.C. 5:23-2.7 and needs no construction permit.

Note the word detached. On an attached building, or a multi-unit structure, the exemption does not apply, and in a borough with this much two and multi-family housing that distinction comes up constantly.

There is no separate Woodland Park contractor licence. The requirement is state HIC registration, which we hold, and the borough’s Department of Inspections at 5 Brophy Lane enforces the code.

Water, and Where It Actually Comes From

The Peckman meets the Passaic inside Woodland Park, Dowling Brook drains toward the river, and Slippery Rock Brook comes off the western flank of the Watchung ridge.

The borough entered the National Flood Insurance Program in December 1981 and readopted its flood damage prevention chapter in May 2025.

Local events are recent and specific. Hurricane Ida in September 2021 caused a fatality here. A flash flood on 28 July 2026 forced rescues on Lackawanna Avenue and along Route 46, with parts of the county recording over five inches of rain.

For a homeowner the useful takeaway is drainage. On a ridge-side property the roof discharges downhill toward somebody, and on a river-side property it discharges onto ground that is already saturated.

We size gutters and downspouts for the slope the house actually sits on, and we say where the water is going to end up.

Up on the Rifle Camp Side

The eastern half of the borough climbs the ridge, and the higher streets take wind that the river-side streets simply do not.

Ridge caps and rake edges go first up there. Once wind has an edge to work under, the failure runs along the course rather than stopping where it started.

We fasten to the higher end of the manufacturer’s wind schedule on exposed elevations, fit metal at the rake, and set hip and ridge caps with the prevailing direction in mind.

On the sheltered slope of the same house, that specification would be money spent for nothing. We price the two elevations for what each one faces.

Chimneys, Siding, Masonry

More than half the borough’s housing predates 1970, with the 1960s the biggest single decade. Chimneys on those houses have generally outlived at least one roof.

Flashing remade by somebody else, an open crown, or a chase cover holding water all present as a roof leak inside the house and none of them are fixed by shingles.

We do chimney work, siding and masonry in house, so a two-family that needs a roof, a stack repointed and a front step rebuilt is one company and one schedule.

I own half a two-family. Do we each pay for our own side of the roof?

There is only one roof and it has to be done as one job, so we price the whole thing and put it in a single written scope both owners can read. How the cost is split between you is your arrangement, but the work cannot sensibly be halved.

What will the borough permit cost me?

Woodland Park charges $30 per $1,000 of estimated cost with a $90 minimum, under the renovations, alterations and repairs line. We tell you the figure before you sign rather than adding it later. On a detached one or two family home, a straight covering replacement is ordinary maintenance and no construction permit is required at all.

My building is attached to my neighbour’s. Does the permit exemption still apply?

No. The state rule exempts detached one and two family dwellings specifically. Attached and multi-unit buildings need the permit, which is worth knowing in a borough where under a third of the housing is detached.

Do you need to tell my tenants anything?

Yes, and we would rather do it properly. We give written working days, agree parking and access, keep at least one entrance clear throughout and sweep the site at the end of every day. Tenants who know what is happening complain far less than tenants who wake up to a tear-off.

What Woodland Park Owners and Landlords Ask

Because so much of the borough is two-family and rented, a lot of our calls here come from landlords rather than from the person living under the roof.

Those calls have different priorities: minimal disruption, a firm date, clear notice for tenants and a number that will not move halfway through.
