Owner-occupiers are not an afterthought. The suburban single-family streets on the western side are full of them, and that work looks like ordinary suburban roofing.
Permits, and Which Buildings Are Exempt
New Jersey’s Ordinary Maintenance rule, N.J.A.C. 5:23-2.7, says that on a detached one- or two-family dwelling, replacing an existing roof covering needs no construction permit at all.
That covers a real slice of Hackensack: 20.9% of the stock is detached and another 9.1% is two-unit. It does not reach the 27.6% that is three units or more.
So on an apartment building a permit is part of the job, and we file it. On a two-family on a side street, usually not.
The exemption is also narrower than people assume where it does apply. Replacing rotten sheathing is structural work, and structural work is not ordinary maintenance. If the deck is soft, expect the permit conversation anyway.
Getting a Crew and a Dumpster Onto Your Block
Access is the first thing we price in Hackensack, before the membrane, before the shingle, before anything else on the list.

None of that is small. On a building with tenants, a day lost to a blocked driveway costs more than the material the driveway was holding.
Once it is agreed it goes into the written scope alongside the roof itself, so nobody is negotiating access from a ladder on the first morning.
Three Kinds of Roof on One Street
Hackensack asks for all three: flat, low-slope and pitched, sometimes on one property where a rear extension was added years later.
A flat roof fails differently. Water leaves it slowly, so a seam or a flashing that would never leak on a pitch becomes the failure point.
A pitched roof usually tells you it is finished. A flat roof usually does not, right up until a tenant calls about a ceiling stain.
We inspect both the same way. Walk it, photograph it, probe the soft spots, and report what is there, not what is easiest to sell.
Modified Bitumen, EPDM and the Parapet Above Them
Most low-slope roofs here are modified bitumen or EPDM, and the choice is settled by what is already down and how the building gets used.
Modified bitumen takes foot traffic well, which matters when there is equipment on the roof and somebody servicing it two or three times a year.
EPDM goes down in large sheets with far fewer seams, and on a big uninterrupted deck with few penetrations that is a real advantage.
The parapet is where most of these roofs actually fail. The field membrane is sound and the wall behind the coping has been soaking for years.
So we treat the parapet as part of the roof: coping joints, the through-wall detail, and the base flashing turned up the wall and terminated properly.
Pitched Roofs on the Older Detached Streets
15.4% of this city’s housing predates 1940, and most of that stock is pitched, framed and shingled the way houses were built then.
On those roofs the questions are familiar. How many layers are down, what the valleys look like, whether the deck underneath is still sound.
Section names get used loosely. Fairmount, Red Hill, Cherry Hill and North Hackensack each have their own street pattern, and we work in all of them.
A repair is the right answer more often than owners expect. A slipped course, one failed valley, a line of nail pops across a plane, or a gutter run that has been spilling down the wall .
Replacement is the right answer when the deck has gone soft, the layers are stacked up, or the same repair has already been paid for twice.
Stacks You Cannot Reach From a Ladder
Chimneys here are often taller than any ladder that reaches them, and standing that ladder in four feet of a neighbor’s side yard is not a plan.
So chimney work here is staged off the roof itself or off staging tied back to the building, and priced honestly at the start.
The stack on a multifamily building may serve several units and a boiler, so taking it out of service for a day means notice to tenants.
We inspect from above and from the firebox, then tell you which job you have: the crown and the top courses, or the whole stack.
Repointing, Rebuilding and Relining a Flue
Above the roofline a stack takes weather from every side and gets no heat from the building, which is why the mortar up there goes first.
Repointing buys years when the brick is sound. When the brick is spalling and the courses have shifted, repointing is money on top of a problem.
A rebuild starts below the damage, at a course that is still true, and goes back up with a new crown and a cap over the flue.
Relining is the other half. A liquid-applied liner counts as ordinary maintenance under the state rule, which keeps that part of the job simple.
Tracing a Tenant’s Ceiling Stain Back to the Parapet
The ceiling stain is almost never under the hole. Water travels along a rafter, along a deck seam, along a pipe, and surfaces somewhere else entirely.
We trace it rather than guess at it, and on a low-slope roof that means checking every termination before anyone touches the field.
Most of the leaks we open up in Hackensack come from one of a short list.

A repair that fixes the symptom and leaves the entry point is one you pay for again next spring, usually at a worse moment.
So we photograph what we find, show you the picture, and price the actual detail instead of a square of membrane over the top of it.
Siding With Four Feet Between Buildings
On a Hackensack street where the next wall is four feet away, half the siding job is working out how a person and a full panel both fit.
It is doable. It is slower, it needs the neighbor spoken to first, and it changes the sequence rather than the price of the material.
The blind elevation is the one nobody has looked at in years, and it is usually where the rot has been getting on with it.
Re-Siding Without Room to Stand Back
A partial repair makes sense when the failure is local, the rest of the wall is sound, and we can match what is already there.
Matching is harder than it sounds. Profiles get discontinued, colors fade on the sunny elevation, and a patch that matches the sample rarely matches the wall.
A full re-side removes that problem and lets you fix what sits behind the cladding: the housewrap, the flashing over openings, the sheathing nobody has seen.
Trim, corners and the flashing over windows do more work than the panels. Rush those details once and the wall behind them says so within a few winters.
Under the state rule, re-siding a detached one- or two-family home is ordinary maintenance and needs no permit, unless the siding is polypropylene.
Stoops, Steps and the Walls Holding the Grade
Almost every building here has masonry doing real work: a stoop, a landing, a run of steps, a low wall holding back the grade.
It fails in a pattern. Water gets into a joint, freezes, opens the joint wider, and the next winter takes a little more.
The brickwork we take on for owners here runs from repointing a stoop to rebuilding a set of front steps from the footing back up.
On a rental building, steps are a liability item before they are an appearance item. One loose tread is a claim waiting to happen.
Retaining walls fail from behind rather than from the front. If the drainage behind the wall stopped working, rebuilding the face only buys you time.
So we look at where the water goes before pricing the wall, and we say so when the honest answer is drainage rather than brick.
Few Restrictions Here, and a Hazard-Tree Exemption
Hackensack has no registered historic districts and no restrictions on preserving historic facades anywhere in the city. For an owner planning a material change, no architectural review stands in the way.
Trees are the rule that will actually come up. Article II of Chapter 162, adopted in 2024, covers street trees from 2.5 inches in diameter and other trees from 6 inches.
There is no permit application as such, but advance notification to the Supervisor of the Tree Division is required, and replacement runs from one to four trees within twelve months, or $350 per tree into the city planting fund.

Are there facade or historic restrictions I have to clear first?
No registered historic districts and no facade preservation restrictions anywhere in Hackensack, which is unusual for Bergen County. It is worth one call to city planning if your building is individually notable, but most owners here face no design review at all before work starts.
Which flood should I benchmark the building against?
The nor’easter of April 16, 2007, not the hurricanes. At the New Milford gauge it ran 11,600 cubic feet per second at 12.36 feet, ahead of Irene at 10,500 and Floyd at 9,760. That is the storm a building here has to shed.
